Роль органів місцевого самоврядування у підготовці медичних кадрів в кінці ХІХ ст. (на прикладі Чернігівської земської фельдшерської школи)

Abstract

На основі маловідомих історичних джерел з використанням методів історико-архівного аналізу, синтезу та аналізу висвітлено роль Чернігівського губернського земства в процесі становлення та діяльності Чернігівської земської фельдшерської школи у другій половині ХІХ ст. Історіографічний аналіз засвідчив, що наявні праці недостатньо повно розкривають основні аспекти обраної для дослідження проблеми. У результаті проведеного дослідження висвітлено основні етапи становлення чернігівської земської фельдшерської школи. Акцентовано увагу на зусиллях земців та педагогів школи, спрямованих на поліпшенні якості викладання навчальних дисциплін, які були спрямовані на підготовку висококваліфікованих медичних працівників. Приділено увагу визначенню маловідомих аспектів обраної теми, які потребують подальшої наукової розробки. На основе малоизвестных исторических источников с использованием методов историко-архивного анализа, синтеза и анализа освещена роль Черниговского губернского земства в процессе становления и деятельности Черниговской земской фельдшерской школы во второй половине XIX в. Историографический анализ показал, что имеющиеся труды недостаточно полно раскрывают основные аспекты выбранной для исследования проблемы. В результате проведенного исследования отражены основные этапы становления черниговской земской фельдшерской школы. Акцентировано внимание на усилиях земцев и педагогов школы, направленных на улучшении качества преподавания учебных дисциплин, которые были направлены на подготовку высококвалифицированных медицинских работников. Уделено внимание определению малоизвестных аспектов выбранной темы, которые требуют дальнейшей научной разработки. For the successful implementation of administrative and medical reforms in our time, it is advisable to analyze the activities of self-governing institutions in the medical field during the Russian Empire, as well as to study the achievements and shortcomings of their work to take into account historical experience. An important component of effective response to epidemics is the training of qualified medical personnel. That is why it is important to study the activities of zemstvos in the field of public health, because even today the activities of local governments have a pronounced social character. Historiographical heritage of the late XIX - early XXI centuries devoted to the participation of local governments in the development of the medical sphere and the training of medical personnel is represented by a large number of works, which analyze various aspects of this problem. However, there is no work that would fully disclose the activities of the Chernihiv Provincial Zemstvo in the creation and further activities of the Chernihiv Medical School. That is why this problem remains promising in terms of its study. The aim of the article is to more fully cover the history of formation and development of the Chernihiv Zemstvo paramedic school, the role of the Chernihiv provincial zemstvo and teaching staff in reorganizing the educational process aimed at improving the knowledge of future medical workers. The legislation of the Russian Empire assigned to the newly created zemstvo institutions the task of developing the medical sphere on the ground. Chernihiv Provincial Zemstvo paid considerable attention to providing medical institutions in the region with qualified medical personnel. Funds were allocated for the maintenance of the premises, improvement of the material and technical base and improvement of the educational process. To provide medical institutions with qualified medical personnel, the Chernihiv Provincial Medical School was established as a specialized medical education institution, which has undergone a difficult path of development, undergone a number of reorganizations and restructuring in the structure and educational process. Much attention was paid to the practical aspect of the educational process. The above-mentioned changes were aimed at improving the quality of teaching disciplines and providing medical institutions of the Chernihiv province with qualified medical personnel. This testifies the social nature of the zemstvos in solving the problem of medical care for the population of the region.
